Refers to da weird/inexplicable ways dat you behave after you've "had a few". This is one good reason to not act at all kooky when being grilled by a policeman or other official who is judging whether you are sober or not; you may indeed be at ".00", but it may still appear dat you are at least somewhat impaired if you display behavior dat seems anything but ultra-normal.
Da term "buzzarre" can also refer to how fellow humans and surroundings appear to you whenever you aren't totally "out of da bag". It's therefore wise not to attempt any important or potentially dangerous tasks (such as driving, using power tools, composing text, performing math-figuring, etc.) unless you are totally uninebriated.
