1. When someones been on drugs a long time and it's affected them noticeably, like when they do some tweaker like or just dumb addict type shit
2. Someone thats just so detached from reality and dumb that they seem npc like but not quite, like borderline retarded, not like the downs or autism or other special way, but just slow or dumb like empty headed
3. Someone thats just so outta pocket kind of fucken weird, tweaker-y, or perma fried stoned that you dont know wtf to say when they do something

Patient cook, unlike actual cook, is not cooking. There, the word cook itself is homonym to cuck, as in cuckold. So patient cook is a guy who is very endured being obviously humiliated by a girl and/or her boyfriend.
