Acting stupid because of being hammered or wasted, or just acting really stupid in general without alcohol.
Can be used as a noun or adjective, a way to state that someone is really drunk, or to state that someone is really stupid.

Example 1:
Jerry: Why is Matt taking off his pants on the roof?

Example 2:
