perceived coolness whore

The annoying individual who claims to be interested or expert in almost any topic that anybody else in a group refers to as cool, often to the extent that their involvement in so many activities and interests, or in a more oscure pursuit or fetish, may seem dubious.
"Hangliding looks cool" eliciting the response "Oh, I LOVE to hanglide, I'm an experienced hangliderist!"

or

"I have a friend who is into CBT" followed by "Ooo, CBT is the coolest - I do it all the time!" leading the original speaker to ask the perceived coolness whore to define CBT in semi-polite company.

At their worst, a perceived coolness whore might stumble, late, into a conversation about female contraceptives or male pattern baldness and, upon hearing a prescription drug name, will claim to have once done lines of the afore-mentioned drug off the back of a hooker at a Hollywood party.

Something anticipated or hoped for without any solid proof or promise.
You hire someone based on their perceived potential, only later you get a solid proof of their capabilities or promise.

When you pursue a girl, you want to date her based on perceived potential of her in your life. Only later you find out who she really is and if it's a good fit or not.

Before you move to a new location (city, area, country), the city has certain perceived potential in your mind. Only after living there for a while, you validate your hopes or assumptions.

Perceived value is an intangible measurement to define elitism or fortune. 1. A credit card company issues a black credit card by invitation only. A second credit card also issues a black credit card for a fee. Both cards are perceived value cards because they offer prestige for not apparent reason. 2. A leased luxury vehicle that is far too expensive to purchase. A perceived value car often sits unused for the final three months to avoid the fifty cent per mile surcharge.
"Bob placed his black credit card in plain sight before the waiter brought the check. The perceived value of the card inflated Bob's ego."
