Or, if your girlfriend comes back from an overseas trip laden down with ten bags of M&Ms she bought at duty free, you'll be "Woah, M&Ms for Africa."

Presumably derives from some idea of Western excess. When there's too much of something, you can give it away, like a charitable donation, hence "X for Africa."

The Scramble for Africa was the occupation, division, and colonisation of African territory by European powers during the period of New Imperialism, between 1881 and 1914. The phrase is curled up from an idea repeating something or process for each individual in Africa which will eventually take a lot of time and resources for the size of the population.
