If someone wasn't having the police press people they identified as "innocent" bystanders, why would anybody know what time the police usually back off at? It's not the kind of thing most people learn from experience, as jobs make it hard for most people to have the luxury of staying up until dawn on a regular basis.

Unless someone was having the police press people, why would they know what time the police back off at? Jobs prevent most people from having the luxury of staying up until dawn on a regular basis, and learning it from experience.
