when a woman behaves in a ridiculous manner, showing favor to man soley based on his physical appearance. Making the moment an awkward or uncomfortable situation.
Almost as uncomfortable as sexual harassment, hence the phrase "on the tip".

Can be used to mean, something is 'a tease', unfulfilled, longing, left wanting, etc.

I.E. when she's been teasing/flirting with you all night, and you leave, and you are left with a little bit of "drip" on your "tip".
