If A is holding B by the balls and curlies, B is unwillingly at A's disposal because A knows things about B that B doesn't want to be known by anybody else. Blackmail is in the air but not always A has threatened B of anything.
Rowell simply tollerates Nelson and everything is quiet on the surface because Nelson holds Rowell by the balls and curlies.

Had Me By The Balls 

This slang expression is used when someone is forced to do something they don't want to do, but have no choice in the matter.
She had me by the balls so I had to go along with her to see her mother.
