Dumb valley-girl saying, usually said while holding up one's hand and bobbing one's head like a dumbass. Said mainly during the '90s, during a time where such shallow blonde-speak was almost acceptable. Nowadays, though, saying "talk to the hand" will cause one to become ostracized, or yield a swift beating.
