The webmaster discussion forums at digitalpoint.com. These are stereotyped to be full of spammers and scammers because s huge number of users there use craigslist to post advertisements for their services.

One of 2 possibilities:
1) A security hole in IE that leaves the user open to viruses and spyware.
2) A bug in the way the hopeless browser renders a webpage when every other browser displays it correctly
