Another way of saying "oh well", or "it is what it is" to signify something holds little importance to you.

Alternatively, it is also the crackhead version of "whoopty doo" to piss off your friends that use the original phrase.

When you want to say "neat", but be weird about it.

When someone grabs your dick mid-nut and makes you squirt it in their pocket.
