Literally means a change of manager: in colloquial terms it is used in the event of someone who is seen liberating people from a tyrannical leader, only for the liberator to end up continuing the tyrannical reign, whether directly or even worse than before.

Originates from the memetic line in Megamind where Tighten says to a bystander thanking him from freeing them from Megamind that "I wouldn't say freed, more like under new management"
