A guy, specifically one in middle school or ages 12-15, who wears baggy shorts, a backwards baseball hat, and acts like he wants to have sex with every girl he meets, and is a douche to everyone else.

"Dude, look at that guy wearing those shorts and hat."
"Yeah man, he's toolbaggin'."
