"Tipping the dealer" is a euphemism for digital anal manipulation performed during oral sex. The partner receiving the oral sex might say "don't forget to tip your dealer," possibly accompanied by a hand gesture consisting of a finger (or two, or whatever you're into), raised to the sky, going up and down a few times.

"Damn, girl.. damn... don't forget to tip the dealer."

or

"I sucked his dick, and I still didn't get the job."
"You didn't tip the dealer, did you?"
"No."
"There you go."
