The idea is that an individual dramatically acts on his/her impulse when choosing a base to raid, often leading to failure within the raid as the "leader" selected a base that was too fucking expensive/risky. This person can usually be seen with a duck as their PlayStation profile picture.

Respulsive 

A portmanteau of "responsible" and "repulsive," used to describe one who acts in a thoughtful, considerate manner but is ugly as fuck and/or a degenerate at heart.

"Man, I love that John gets things done on time. I guess you could say he's respulsive."
"What the fuck does that mean?"
"Oh, it means he's responsible and all, but ultimately he's a rotten piece of shit."
