A system of government based that writes, enacts and expires laws based on a solid foundation of scientific evidence. Each law created has 6 immutable elements: the law itself, the intention behind the law, the estimated costs of enforcing the law, the studies supporting invocation the law, the risks and crucially, an expiry date. At expiration, each law is reviewed for its efficacy, its cost of enforcement to date, how its implementation stands up to the original intention and the validity of the original studies.
