mexican army 

Mostly a French expression "armée mexicaine" in reference to the Mexican Revolution, where the Revolutionary Army, including many of its generals, was seen from the outside as composed mainly of peasants with no military training.

The phrase underlies the inability to lead with several inconsistent contractors, and especially an organization where everyone holds an honorary position.
