A pitiful (half assed) forced laugh given to accent a stupid comment, or to add flavor to an awkward silence. Usually used at the end of a sentence.

This phrase is said by Varg Vikernes at the beginning of the song "War". It is now used to express that something is... huh... wow...
Prison Guard: They decided to extend your sentence, you'll be here for five more years.
