A term used by suburbanites to describe the New York metro area. To city people it's not "upstate" and "downstate", it's New York City and the rest of the state.

A Scilon term indicating derision. Used of people who are not crazy enough, not contributing enough of their savings, or are not bringing in enough new converts. Also used with great amusement by Anonymous when wishing to insult Scientologists in general.
Imperious Leader: "Bob is too much of a downstat. Having another potential blow on our hands creates unnecessary enturbulation. Route him to Ethics."
