A flex you tell one person but never announce publically or prove. For example you are watching a show that sucks and you tell the person you are with that you could do that or you could have done a better job. #WhisperFlex

Steve: this last game of thrones season was trash. I could have done it way better.
Jane: Stop WhisperFlexing and do it then.

Steve then never does anything even close to doing it. What kind of a directors name is "Steve" anyway.
