A phrase made popular by 1999 UK T.V Channel 4 series, Spaced.
It occurs in a scene where a young boy asks Tim Bisley (Simon Pegg) for a Star Wars Jar Jar Binks doll, and he is met with a rather blunt, short description of just exactly how Jar Jar Binks is wrong and why, finishing with the classic line 'what a prick'.
