Schadeocracy 

A system of political or social governance established and maintained by causing pain to others.

Derived from the German "scháden" meaning "to hurt" or "cause damage".

And the suffix "-cracy" derived from the Greek denoting a particular form of government, rule, or influence.

Think democracy, autocracy or plutocracy but with thumb screws.
