Rum-dum is when you or another person has drank so much alcohol that they are about the point of madness for example talking to themselves, going mad, threatening you, acting weird, running around. This is so much alcohol that they will eventually get weird side effects like puking.

Danny saw a rum-dum guy in his neighborhood, running around with a bottle of beer.

Rum dummy

(Noun)1. A person who through their own stupidity, has the the same mental capacity as someone intoxicated on rum. 2. Intoxicated on rum, immediately prior to unconsciousness. Background: 1500-1700's Pirates becoming severely intoxicated on rum.

A noun referring to one who most likely has, will, or is engaging in an activity that is idiotic in nature when compared to everyone else's current activity. Much like how a group of sober people would perceive a drunk person.
