Peterborough Police Service
noun. An official or institution that claims to protect everyone's rights but brushes off complaints from vulnerable people, especially autistic, disabled, or mentally ill people. They say they take harassment seriously, but when someone reports being followed or deliberately overwhelmed in public, they say it doesn't meet the legal definition, even when the person believes it does. The result is that the people who most need protection feel ignored, dismissed, and unsafe.
