Penske File 

As incorporated in the Seinfeld episode "The Barber", the Penske File is the project George is given to work on in a job he may or may not have. Unsure as to whether he has the job, he is equally unsure as to what work he has to do on this file.

Thus, to refer to something as the "Penske File" denotes being given a task, not knowing what to do with it, but going along with it as if you do. This can consequently result in a lot of 'doing nothing', while looking like you are working hard.
Quote from Seinfeld: "Yes, yes of course. The Penske file. Ho ho, can't wait to sink my teeth into that. Wow that Penske. Well we'll straighten him out."

Starting a new job: "Well they told me what kind of work I'll be doing.. Didn't really understand them though... Guess I'll be working on the Penske File"

Penske file 

The John Doe of files, or, better yet, the Art Vandelay of files. Used to describe slacking off on purpose or due to not knowing how to do the thing which you are procrastinating, in reference to it's origin ( 90s TV Sitcom "Seinfeld") in which George Costanza is assigned the Penske File and slacks off on it instead of doing any work, since he has no idea of what to make of it.
"Yeah, I got this job out of total luck, I don't even know what to make of it. Guess I'll be working on a Penske file then"

Work on the Penske File

To slack off/do nothing at work, under the guise of being very busy. First used in an episode of the American television show “Seinfeld”.
I took a nap at the office yesterday while my boss though I was working, since I decided to Work on the Penske File.

The Pensky File 

A fictitious project that one who is slacking off claims to be working on. Derived from the Seinfeld episode "The Barber"

Penski File 

It references an episode of Seinfeld where George showed up to a job that he wasn't sure he was hired for. He moves into the small office and was told to work on the Penski File. He was not sure what he was supposed to do so he did nothing. It is used when you are at work with nothing to do.
Jim: Hey Tom! What are you doing?

Tom: I'm just here at my desk working on the Penski File.

city chicken 

A food native to Pittsburgh/Western Pennsylvania in which cubes of pork and/or veal are put on a short, wooden skewer, breaded, then baked and/or fried.

I've heard that city chicken originated during the Great Depression, when folks didn't have enough money to buy full cuts of meat, so they assembled meat scraps on a wooden skewer, creating a make-shift drumstick. Hence the name.
