The act of insulting, deriding, or otherwise putting down of an individual or group by another in an attempt to shake, crack, and eventually crumble their inherent confidence and fortification of self.
Although commonly defined strictly as geared toward women by pickup artists, fuckbois and other douchebag types, the activity is universal in that it is implemented by and against people of all types, genders, etc and does not adhere to any one demographic.

Person 2: They're Negging you. They probably see how you carry yourself and, based on internal insecurities that they refuse to acknowledge, arrive at the conclusion that you're too confident and need to be knocked down a peg.

Person 2: Doesn't matter if you are or not, you look it to them, that's what they perceive and hence that is what they are going to act on. Maybe stroke up a conversation with them and try to clear that up.
