Lunchtime Rowdies 

First used by the New York Post. The term lunchtime rowdie refers to a member of the low-income, underprivileged youth who engage in noontime hooliganism when other students are eating their lunch or on break. Such acts of hooliganism include forming gangs where imitation firearms are waved around at unsuspecting pedestrians along with getting high on weed. When congregating inside of public transportation, they can end up making such places unsuitable for use by local residents and out-of-staters alike. Often members of the 13%.
