It's totally Chinglish. Lei means thunder, Pi here means strike, Leipi refers to thunder strike or lightning strike. Leipility is a noun to describe someone who did something evil or harmful to the others can be punished by lightning strike, it is a punishment from Gods. Similar to Karma, derived from Hinduism & Buddhism, you pay for what you did some day.

Usually Leipility is used with Zhuangbility and Shability together, also Chinglish, it is used to state that to boast or showing off often ends up with Leipility, it's important to keep a low profile.
Don't be full of Zhuangbility which only leads to Leipility.
