She was created by a scientist named Dr. Nora Wakeman as a robot meant to protect earth, and was given the personality and appearance of a teenage girl. Throughout the show, Jenny tries to balance saving the world from various super-villains, and living a normal life as a teenager, doing stuff like going high school, making time to be with her friends, and fitting in with her pears.
