A convoluted way of saying "women can't lead because God made them incapable", often used by misogynists looking to justify their sexism because of an idiotic reading of the religious texts.

Honey, you can't be mad at me for telling you to stay in the kitchen and keep your mouth shut because God designed humans for complementarianism!
