When you say or do something really stupid in the most inappropriate time, like when president Nayib Bukele called the president of Mexico "little cotton head" during a speech in a very official and diplomatic environment. In that same speech he called Mexico a country that's been doing badly since its beginnings.

Dude, telling Mrs. Gutierrez to break a leg for good luck was a real Bukelada, she has a wooden leg after a really bad accident.
