BlueWatered 

The act of failing to follow-through on the deployment of a very large and expensive supercomputer, potentially due to insufficient budgeting and technical review.

The term is a reference to IBM's withdrawal from the NSF/UIUC/NCSA contract to build the Blue Waters supercomputer due to the excessive cost of the final design relative to the contract value.
We better make sure that the machine we try to buy can actually be built for that price, otherwise we'll get BlueWatered.
