Blameriphobic
Characterized by or relating to attitudes, behaviors, systems, or practices that express aversion to, hostility toward, disdain for, fear of, or exploitation of Black Americans, including through bodily harm or attacks on their moral or global standing, often expressed or justified as generalized anti-Black or anti-American sentiment.
Jim Crow laws are the most overt example of Blameriphobic laws: they discriminated against anyone with as little as a drop of U.S. slave-descendant heritage.
