Used to describe a big haired scruffy person who gets very stroppy when things do not go his way.

E.G. A lecturer telling A Tomm that the work STILL is not correct despite A Tomm having amended it several times previously.

Also, in some small pockets of suburbia an alcoholic teenager with smelly hair
