A combination of "popo" referring to police, and "radar", as in a police radar scanner.

You have "good" podar if you see cops early on, you have "bad" podar if they catch you.

"Lookit all the cops around here!"

"Don't worry, you've got good podar, you'll be fine."

They "get on the bitch podium" or "step up to the bitch podium"
