Originally a gag from the Peanuts comics by Charles Schulz where Lucy van Pelt would encourage Charlie Brown to kick a football she would hold, promising not to pull away and old Chuck always falling for it.
Putin is constantly pulling the ball away with Ukraine over these talks of ceasefire so civilians can evacuate.
