A title given to any person who commits the act of dropping a dime or dimes on others without concious thought or care for the reprocutions the victim will suffer. Often times used to save one's own hide.

The boss was talking to snitchell yesterday and when I walked by, snitchell brought up the fact I banged the boss' daughter.
