A group of people that vote on our laws... or are supposed to. Most of what they do is argue and can't get to a decision, resulting in a shutdown, and maybe in the future, a default. They decide on the budget... but never do.

Me: Hi congress
Congress: Can't you see we're trying to decide on the budget

Me: Hi congress
Congress: We're not done yet deciding on the budget.
