If the person does steps back or makes room for your personal space, it is their body language saying please give me some room, and you should definitely move back. Hugging that involves arms and hands; and leaning is whole bodies moving in like this (leans toward her suggestively) Leaning involves wanting, and accepting... leaning". The joke at the end of the scene is her neighbor asking if Jack is bothering Lucy because it looks like he's "leaning".
