Language designed to distance. Use of language which absolves the speaker of any real responsibility. Language used so frequently (these days) by politicians and managers (in business, industry and almost everywhere else).
Call centre:
"Your complaint was actioned last week and if you don't adjust your tone I will be obliged to release the call".

A weak effort can be one of two things
1. Someone who is weak and feable in mind body and soul, someone who cannot stand up for themselves in any way shape or form otherwise sometimes known as a tizzard.
2. A failure when attempting to do something. By failing to succeed in the task this could cause you to be known as a weak effort.
