a person who is quite good with computers and other technical things. also rather unattractive, hence the 'minger' part. techie mingers often work in the tech support department of a company, and know far more than is normal about the ins and outs of servers, internet connections, firewalls, etc.

"if you can't get your internet connection to work, ask simon in tech, he's a right techie minger"
