Get the Pudgy panda mug.A grouping of vehicles (usually driving on a motorway) that has become 'stuck' precisely at the speed limit due to the presence of a police car travelling on the same road.
Whilst stuck in Panda-traffic, motorists' behaviour changes significantly, mainly due to temporarily no longer being able to break the speed limit. Motorists also become stuck in their lanes and generally behave more courteously compared with 'normal' traffic conditions (ie no police companion).
Journeys that incorporate a Panda-traffic encounter usually last significantly longer than they otherwise would.
Once the Police car has exited the motorway, normal driving conditions resume immediately.

It may come from the idea that pavement is black, and the bike lane stripe is white. Panda's are black and white striped, just like bike lanes. Maybe the bicyclist stencil used to paint and mark bike lanes looks somewhat like a panda.
