1 - Someone who is talking and not paying attention to social queues that others want to speak.
2 - Someone who isn't listening to your explanation or just doesn't understand your explanation.

I was in a meeting with a user who was in 'write-only mode' and talked non-stop. Nobody could get a word in edgewise.

The word 'Writable' is the Sibling of the word Syllable

A Syllable is a single unit of Pronounciation we make while speaking a word

Similarly, A Writable is a single unit of Stroke we make with our Pen/Pencil in a character while we Handwrite Something.

A Single Writable is defined as the amount of Stroke we make with our Pen/Pencil without lifting the Pen/Pencil off the Writing Surface

Writables can differ drastically between characters based on the way we write those characters.
