A person who designates a row of parking spots as his own, so in order to park your car you have to pay his a small fee so he can "watch after it to make sure no one messes with it"; when in actually if you don't pay him anything, he himself will F with your car.

I was in a hurry to get to the bars and just when I find a place to park... fuckin' Rotchy on the Spot comes out of nowhere!!!!
