It's basically a synonym for ridiculous...but you say this when it is really really ridiculous.

When ridiculous is not enough and you need that little something extra to describe how poposterus and/or annoying something or someone is, substitute the "dic" with other slang words for penis or use penis itself.

I cant believe that yankee is running his mouth again...that is recockulous!!
