A bootlicker is a 1800 slang word used as an insult from the 19th century. It means to lick someone's ass, and was an insult. If someone calls you a bootlicker, they mean it as an insult. The word implies that you are a suckass goody two-shoes. The word is not used commonly in the 21st century.
