The extremely bad luck that tends to follow around Brads and Bradleys. Known to cause ripped condoms, pregnancy scares, small penises, sex with ugly chicks, DUIs, and other comically unfortunate situations.

When a request or problem is described, this phrase is used to tell the person that what they need or are requesting is simply not possible/available and probably won't be in the near future. An "urban" variation of "out of luck".

This is an American phrase, not an Irish one. It’s an insult to Irish people that was coined during gold mining when a lot of Irish people arrived to make money suggesting they were stupid.
The idea was that if an Irish person could find gold then it was if to say, only by sheer luck, as opposed to brains, could these fools succeed.
