nigger (or "nigga) is a word that is okay for black people to use on both white and black people, but also a word that white people can't say at all no matter what the circumstances.

Black man: You nigga!
White man: *cannot say anything so has to walk away*

White man: You nigger!
Black man: *is offended and shoots the white man in the kneecaps*
