A ghost sighting that could be a misperception is on one end; a UFO encounter with physical evidence is on another. The spectrum allows for distinguishing between different kinds and degrees of paranormal claims, for evaluating them on multiple dimensions rather than simply accepting or rejecting them wholesale. It's the framework for thinking clearly about things that may exceed normal explanation without assuming they're all equally implausible.
