Think of a Scene kid making babies with a Kandi Kids. They dress brightly, wearing many beaded necklaces and bracelets. Wearing weird, random things -- goggles, ect. Nothing about them is subtle -- big hair, makeup, everything. Many things they wear will shine brightly under UV.
Now, where'd the differences between your average teen who dresses up?
They do it everyday, and they make it look good.
Not just pile on as many layers as you can.

classy/trashy teenagers that wear excessive hippy jewellery and LOTS of pearls. not afraid to wear anything too bright or blinding. very classy and cunning, and unlike scene kids, they are proud to be coquee. insulted when called "preppy" wear stilletos and white or black or polka-dot leg-warmers. make anything out of fashion look terribly good. coquee kids can't live without their mascara and lipgloss.
